A groundbreaking does not mean locally manufactured aseptic cartons are already available to order. Tuoi Tre News and Vietnam’s Báo Công Thương report that Oji Liquid Pak held a groundbreaking ceremony on October 10, 2026 for a Dong Nai plant making packaging material for aseptic beverage and liquid-food cartons. Both stories convey project-side information. Two outlets carrying it do not by themselves independently verify production capacity or commercial supply.
The land and investment figures describe a project
The reported site is approximately 57,000 m² at Long Thanh High-Tech Park in the Dong Nai area of Vietnam, with an investment of around US$110 million. Operations are scheduled for 2028, with a projected maximum annual capacity of eight billion cartons. That ceiling is not current output, approved customer volume or a date when orders can be placed. The articles also frame more than 200 jobs as a projection.

Regional supply ambition is different from today’s order availability
The company says Vietnamese production will serve the domestic market and support its Southeast Asian supply network. The reporting also relays its claim that Oji Liquid Pak material is compatible with roll-fed filling machines already on the market. It does not supply model-by-model compatibility tests, aseptic-process validation, customer specification approvals or measured line yields. “Compatible” is not a promise of immediate, modification-free conversion on every installed filler.
Treat localization as separate gates: construction, commissioning, material-and-filler qualification, customer approval and commercial deliveries. The 2028 figure is a target for operations, not a verified first-shipment date or sustained run rate.

Questions for procurement and production teams
- Schedule: Request separate evidence for construction, machine installation, commissioning and commercial start, plus a delivery launch plan.
- Specification: Review paper and barrier layers, food-contact suitability, printing and sealing conditions, shelf life and product-specific performance for each purchased grade.
- Filling line: With both the material supplier and equipment maker, qualify the exact installed filler model, firmware, speed and sterilization process; document trial results and responsibility for changeovers.
- Supply route: Until local operations are proven, put actual country of manufacture, lead time and stock contingency into the contract. Do not count planned Vietnamese capacity as present local sourcing.
This checklist describes questions to ask, not passing results from the future plant. Groundbreaking is a concrete milestone; sourcing reliability still depends on product-level qualification and delivery records after commissioning.
