As of October 6, 2026, the reviewed public sources do not establish that Orion’s Hanoi 3 plant is commercially producing packaging film or dispatching goods from its warehouse. An October 4 BusinessPost report says the film-and-logistics site in Bac Ninh’s Yen Phong 2C industrial park is approaching completion in the fourth quarter of 2026. It also describes two film lines and a warehouse as being in place. Neither that wording nor a future completion forecast supplies a handover certificate, line-level commissioning record or commercial shipment evidence. Two film lines were also specified in the 2025 first-phase plan; we treat the number as the reported scope, not a verified count of operating machines.
Field problem: four clocks in one factory headline
Financial News’ November 12, 2025 reporting from Vietnam described the groundbreaking ceremony for Orion Food Vina’s Yen Phong 2C project. Its reported first-phase design called for a single-storey film plant with two film manufacturing lines and a single-storey warehouse with planned capacity for 10,000 pallets. The story gave October 2026 as the then-target completion date. Those were the plan’s scope and target, not an October 2026 inventory of installed equipment, approved storage capacity or the date of physical handover. Its proposed later phase, including more film and confectionery lines, must not be added to the current footprint.
Orion’s subsequent August 14, 2026 half-year results release places Hanoi 3 alongside Ho Chi Minh City 4 and a separate Da Nang logistics center in its future Vietnam capacity expansion. The release does not specify Hanoi 3’s film-line count, building handover or commissioning date. An August company reference to a project does not authenticate the earlier design as completed. Nor is the Da Nang center the warehouse reported at Yen Phong 2C.

Evidence to request: do not turn ‘nearing completion’ into ‘completed’
BusinessPost describes the site as approximately 52,600 square meters and forecasts completion in Q4 2026. The older November 2025 story had identified October 2026 as its then-target. These are reports at different points in time, not two certified completion dates; they do not by themselves establish an actual delay. While BusinessPost says the site “has” two lines, the reviewed article provides no line-by-line operational log or construction handover document. Orion’s August release does not resolve that gap.
For film buyers, physical building completion, equipment installation and commissioning, and commercial running on approved specifications are different states. A warehouse’s planned pallet count is not verified available stock or dispatch capacity. The reviewed sources do not disclose the film structure, printing or lamination process scope, approved customer SKUs, measured monthly output, first commercial dispatch date or a line-level run record. A generic “film line” does not establish self-sufficiency across all packaging processes or the termination of outside sourcing.
Working deliverable: an evidence-by-stage ledger

- Investment and start: The November 12, 2025 reporting describes the groundbreaking and phase-one plan. Procurement should confirm the contracting entity and project scope in writing.
- Completion target: The October 2026 target reported in 2025 and Q4 2026 forecast reported on October 4, 2026 are different dated statements. Facilities should request actual handover and occupancy/acceptance records.
- Film lines: Two were planned at groundbreaking; a newer report says the site “has” two. Production and QA should request each line’s installation, commissioning and applicable product specification records.
- Warehouse and dispatch: A 10,000-pallet phase-one plan and warehouse reporting do not establish live throughput. Logistics should verify inbound/outbound operation, storage conditions, first dispatch and order lead times.
- Customer product: The reviewed public sources lack customer-specific approval or commercial dispatch records. QA and procurement should request a sample specification, test report, approved lot and PO-linked shipment record.

When to defer adoption
If delivery or substitution decisions depend on this new capacity, do not budget confirmed supply from Hanoi 3 until dated completion, line-specific commissioning, customer-specification approval and first commercial dispatch can be linked to the relevant order. Equally, failure to find these records in the reviewed public articles is not proof that construction failed or equipment was never installed. Update the ledger separately for investment announcement, target completion, physical completion and line-level operation when new evidence becomes available.
