Operational problem

The Korea Paper Association held its seventh pulp and paper safety meeting in Ulsan on November 5–6. Hankyung reported eight awarded site-improvement cases: Hansol Paper’s automation of a GCC-1 powder task won the top award; Tailim Paper’s unmanned improvement to an under-machine waste-paper crushing hazard and Moorim P&P’s wrinkle-task risk improvement won excellence awards. These are recognized case examples, not evidence of an industry-wide accident-rate reduction or a universally transferable machine design.

Evidence to request

Under-machine waste recovery and powder feeding have different risk profiles. The former calls for evidence on entry frequency, moving equipment, shutdown and isolation; the latter calls for evidence on access to the feed point, dust extraction, blockage clearing and cleaning. The report does not provide equipment specifications, before-and-after exposure hours, incident counts or investment costs. A transfer decision needs machine drawings, task risk assessments and intervention logs for both routine and upset conditions.

Practical deliverable

Build a review sheet with task, hazardous access point, human interventions before and after automation, emergency stop and isolation, maintenance-entry conditions, dust-control readings, owner and approval stage. This is an editorial checklist, not reconstructed performance data from the award winners.

Hold conditions

Do not copy a winning concept or quote an accident-reduction percentage without task boundaries and recovery procedures. Reassess human re-entry for cleaning, jams and inspection even after automation.
